Our SB 721 Inspection Experience
We recently completed our SB 721 inspections on 5 units we own in North Park with Black Diamond Property Inspectors, a company highly recommended by the Southern California Rental Housing Association (SCRHA). SCRHA Discount – Black Diamond offers an exclusive discount to SCRHA members, which makes compliance more affordable. We received 3-4 quotes, all around $1200 for the inspection. Thanks to the SCRHA, we were able to save $200 on what was already a costly, and required, inspection.
Practical, Partner-Like Approach – Our elevated stairwells and catwalks passed inspection with only a few minor safety fixes recommended. Instead of issuing a hard “fail,” our inspector gave us the opportunity to address the repairs before filing the final report. That flexibility is invaluable.
Quick Turnaround – We were able to complete the small repairs within days, receive a passing certificate, and file it without delay. Now we’re covered for six years — a huge relief for us and future buyers.

What Does an SB 721 Inspection Involve?
SB 721 inspections are structural evaluations of any elevated element that meets the following:
Extends from the building (balconies, catwalks, porches, stairs, etc.)
Is 6 feet or more above ground
Is structurally supported by wood or wood-based products
Is designed for human occupancy (not Juliet balconies)
Per law, the inspector will evaluate at least 15% of each EEE type and assess:
Current structural condition
Projected life expectancy
Safety risks
Recommended repairs or further inspections
You’ll receive a full written report — complete with photos and documentation — stamped and signed by a licensed inspector. If there’s a serious safety threat, immediate repair or restricted access will be required. For lesser issues, property owners have up to 120 days to pull permits and start the work.
